J Crew has so many cute embellished t-shirts I just had to give it a try.  This plain shirt from goodwill was about 25 cents.  Hancocks had some similar fabric.  The makeover took about 15 min.  Cut off old neck.  Stay stitch.  Cut a strip about 1 1/2 inches wide and gather around the neck.
