I knit top down. I sew bottom up! Yes, I do the hem first. This dress skirt is 3 layers: The underside will peek out, the middle has a textural print with metallic thread, and the top layer is organza. This gives the dress TONS of body. This is actually fairly easy to achieve. The outer full circle (cut out in one piece of 58" wide fabric for a little girl's size 5 dress) is 3" all around larger than the brown under circle. With right sides together, ease the outer circle to the inner circle. (I added a center front pleat). The bride wants the flowergirls' cowboy boots to show - so the front is shorter than the back. This is done by placing the waist circle cut out.

Twelve 4" pleats draw the circle in at the bottom. The flowers are created by pulling the inside of the pleats to the outside of the dress and tacking them. It's way easier than it looks.

The center front skirt is high on the bodice and the center back skirt is low on the waist.
