Love it! no recommendations

I have been trying to figure out how to sew the border down on a placemat which has 3 layers the back is cut 2" larger and corners are mitered then I cut a stiff stablizer inside and contrasting top layer 1/4" smaller than back. Then I tried to sew the back down on top layer but I get these puckers.  I am trying to now use fabric glue between the underside of the overlapped front and the 1 in" overlapped back.  But I'm not sure if this is the answer since they will have to be washed.  Do you have any suggestions?
