This started life as an XL Men's t shirt at Target.  They were under $5 apiece so I figured I'd go for it and if it didn't turn out...I was only out $5!

I had a pattern for a tunic I recently made and used it as a guide.  I cut off the neckline and then sleeves and slashed the sides.  I also cut off the bottom hem because I like that unfinished fluttery look.

I took the leftover fabric and started to cut strips and then cut those into chevron shapes.  After a slight tug they curled up.  I began to place them on the shirt along the neckline and then down the front.  I stitched them down and then made a narrow hem around the neckline to make it look a little neater.

I tossed it into the washer and then the dryer and I love the way the chevron shapes crinkled up.
