Bullion Stitch Crochet Floert

I do have two question:

#1 - i'm trying to make this border for an afgan and in the pattern there's a symbol that looks like a t or a cross and i don't know what it means, can you advise me of this symbol and what i'm supposed to do?

#2 - i want to start this Ocean Wave Throw pattern but it is saying "dc2tog" 3 times, and i'm not sure how to do this i know it says to dc 2 sts together, i'm not sure how that's done. do you have a video that you can refer me to so i can learn this stitch?
